Deputy Secretary General for Energy the Republic of Estonia

Ando Leppiman is Deputy Secretary General for Energy, Ministry of Economic Affairs and Communications, Estonia. He coordinates the development, implementation and surveillance of the development plans of the energy sector that fall within the Ministry’s area of responsibility. As Deputy Secretary General he arranges the preparation of energy sector legislation in Estonia, and is responsible for the drafting and defence of the positions taken by the Government in this sphere, both within the European Union and in international organisations. He has previously worked as Director of the Energy Department, and as Head of the Fuel and Energy Market division. He was also Director of Renewable Energy Business Unit of Eesti Energia AS. He holds a PhD in energy policy from Tallinna Tehnikaülikool.
